Officer Involved Shooting on Interstate 80

The following information is based on a preliminary and ongoing investigation, which continues to evolve as investigators interview witnesses, review physical and electronic records, and analyze forensic evidence. Understanding of the facts and circumstances may change as additional evidence is collected, processed, and analyzed.

At approximately 12:20 PM on Sunday, November 5, 2023, a solo motorcycle officer from the California Highway Patrol was involved in a vehicle pursuit with a silver-colored Toyota Prius near Interstate 80 and Norwood Avenue. Moments later, a Sheriff’s K9 deputy joined in the
pursuit to assist, along with another CHP officer. The driver, later identified as 36-year-old Zachary Wolffscott, suddenly struck an adult male riding a motorcycle with his vehicle just east of Greenback Lane on Interstate 80, also rendering his vehicle seemingly inoperable.

Wolffscott then exited his vehicle and pulled out a knife. He continued to advance toward the officers, ignoring repeated commands to stop. Two CHP officers and the Sheriff’s K9 deputy fired their weapons at Wolfscott. Wolffscott was transported to a local area hospital by
ambulance, where he was later pronounced deceased. The civilian motorcycle rider was also transported to a local area hospital by ambulance with serious injuries and is expected to survive.

Sheriff’s Homicide Detectives, Crime Scene Investigators, and CHP Investigators responded to the scene and began their investigation. The investigation into this incident will be conducted by the Sheriff’s Homicide Bureau and Professional Standards Division, which is standard practice for any officer-involved shooting that occurs in the Sheriff’s Department’s jurisdiction. An independent review of the incident will be conducted by the Sacramento County District Attorney’s Office.

In accordance with the Sheriff’s Department policies and procedures, the deputy involved in the shooting will be placed on administrative leave pending the investigation. The Sheriff’s Office will publish a community briefing video that will include body camera video and other information in compliance with state law.
